Al-Mousawi clarifies the details of the parliament’s internal regulations and the validity of the decisions taken in the absence of its president.

The representative of the Al-Sadiqoun, Zainab Al-Moussawi, detailed today (Thursday) t the internal regulations of the House of Representatives and the validity of the decisions taken in the absence of the Speaker of Parliament.
Al-Moussawi said, “Article 35 of the internal regulations of the House of Representatives stipulates that the First Deputy shall exercise the duties of the Speaker of the House of Representatives in his absence or inability to carry out those duties, and that he shall follow up on the work of the permanent committees and submit reports on them in accordance with what was agreed upon in the Presidency, and that he shall assume the presidency of the meetings.” Joint standing committees in the Council, representatives can pass important decisions without the presence of the Speaker of Parliament”.
She added, “As Article 35 stipulates, which clarifies the powers of the First Representative and his duties in the event of the absence of the Speaker of Parliament, there is no reason whatsoever for him not to carry out the duties, while Article 35 stipulates follow-up, as stipulated in Article 9 of the internal regulations of the House of Representatives, the Presidency exercises the following tasks 21/B in the event of the absence of one of its members The Presidency issues decisions with the agreement of the two present members of the House of Representatives.
Al-Moussawi explained, “The decisions taken in the House of Representatives without the presence of the Speaker of the House of Representatives and in the presence of his two deputies of the Presidency are legally valid based on the text of Article 35, and the House of Representatives can pass important decisions without the presence of the Speaker of Parliament, as this article stipulates, which clarifies the powers of the representative.” The first is his duties in the event that the Speaker of Parliament is not present for any reason as he does not carry out his duties”.
Al-Moussawi stated, “Mohsen Al-Mandalawi was delegated to temporarily head Parliament to manage the regular and emergency sessions, and naturally, votes are held on the laws, as happened in the vote on the Official Holidays Law and the National Security Law, where the House of Representatives voted unanimously on the laws, and in the event that the president continues to be absent and the acting president remains, then Laws obtained from the relevant committees will be voted on, such as the law on financial budget schedules, the law on jihadi service and retirement for the Popular Mobilization Forces, or other laws”.
