The spokesman for the Al-Sadiqoon, Muhammad Al-Baldawi, confirmed on Monday that the agreement to extend the Basra-Aqaba oil pipeline is a sovereign agreement and the government cannot pass or implement it except after it is voted on by the House of Representatives, indicating that the agreement faced popular and political rejection.
Al-Baldawi said in a press statement, “The international agreements and treaties concluded by the government do not gain legitimacy and do not enter into force unless Parliament ratifies and votes on them, and this is constitutionally proven,” pointing out that “the agreement to extend the oil pipeline from Basra to the Jordanian port of Aqaba and then to Egypt is an agreement.” It is international and the government cannot initiate it except after it is ratified and voted on by the House of Representatives”.
Al-Baldawi added, “Bilateral agreements and joint cooperation that do not have a sovereign effect can be implemented by the government without referring to the House of Representatives, including cultural and sports cooperation agreements and others,” noting that “voting on the Basra-Aqaba pipeline extension agreement is not possible because it faced popular and political rejection, as well.” “It constitutes harm to the Iraqi economy, and the delivery of oil to the Zionist entity and its passage is impossible”.
