Al-Moussawi proposes a five-pronged roadmap to resolve the crisis between Baghdad and Erbil.

Zainab al-Moussawi, a member of parliament for the Sadiqoon, confirmed on Tuesday that resolving the crisis between Baghdad and Erbil requires adopting five key proposals. She emphasized the importance of national consensus and transparency in resource management to ensure justice and stability.
Al-Moussawi said in a press statement that the first proposal is to enact an oil and gas law through comprehensive national consensus, ensuring fair distribution of wealth and clearly defining the powers of each party, thus helping to bridge the gaps in disagreement between the two sides.
She added that the second proposal includes the establishment of a national oil management company in the region, under joint supervision from Baghdad and Erbil, to ensure transparency and institutional control over oil revenues.
She pointed out that the third proposal aims to agree on a temporary financial settlement mechanism that ensures the regular payment of the region’s employees’ dues, in exchange for the regional government’s commitment to pumping specific quantities of oil to the State Oil Marketing Organization (SOMO).
In the fourth proposal, Al-Moussawi also called for the reactivation of technical and political coordination committees between the central government and the region, allowing for the follow-up of pending issues within the framework of an ongoing institutional dialogue that takes into account the public interest.
The representative of the Sadiqoon bloc concluded her proposals by calling for international or UN mediation, based on technical (not political) principles, to help formulate joint solutions based on technical foundations, free from narrow interests and political passions.
